A: First of all, you have to judge whether you are buying cosmetics. According to Article 3 of the "Regulations on the Supervision and Administration of Cosmetics", cosmetics refer to the daily use of cleaning, protection, beautification and modification, which is applied to the surface of the human body such as skin, hair, nails, lips, etc. by rubbing, spraying or other similar methods. Second, be wary of special cosmetic brand names. According to Article 8 of the Measures for the Administration of Cosmetics Labels, cosmetics shall not claim medical effects or effects that the product does not possess in the form of trademark names. A term that implies the inclusion of a certain type of raw material is used as the brand name. If the product formula contains such type of raw material, the purpose of use shall be clearly explained in the sales package; It is clearly marked on the surface that the product does not contain such raw materials, and the relevant terms are only used as brand names.

According to Article 12 of the Measures for the Administration of Cosmetic Labels, the cosmetic label shall mark the standard Chinese name of the raw materials of all cosmetic ingredients on the visible surface of the sales package, with "ingredients" as the leading word, and shall be based on the content of each ingredient in the product formula. Question 3: What should consumers pay attention to regarding the labeling of cosmetic "samples"?


A: According to Article 21 of the Measures for the Administration of Cosmetics Labels, the labels of cosmetics provided to consumers in the form of free trial, gift, exchange, etc. shall be subject to these measures. The labels on the "Sample" are the same as the "Authentic", and there should be no less than one label.


According to Article 17 of the Measures for the Administration of Cosmetics Labeling, for small-sized packaged products with a net content of cosmetics not greater than 15g or 15mL, only the Chinese name of the product, the registration certificate number of special cosmetics, and the registrant or filing person shall be marked on the visible surface of the sales package. The name, net content, use period and other information of the product, and other information that should be marked can be marked in the instruction manual attached to the product.


For small-sized packaged products with packaging boxes, the Chinese name and expiry date of the product shall also be marked on the packaging container that directly contacts the contents.


Question 4: When buying children's cosmetics, what should I pay attention to about the labels of children's cosmetics?


Answer: According to Article 3 of the "Regulations on the Supervision and Administration of Children's Cosmetics", children's cosmetics refer to cosmetics that are suitable for children under the age of 12 (including 12 years old) and have the functions of cleaning, moisturizing, cooling and sun protection.


Products with words such as "applicable to all people" and "family use" or using trademarks, patterns, homophonic, letters, pinyin, numbers, symbols, packaging forms, etc., to imply that the product users include children are managed as children's cosmetics.


According to Article 6 of the "Regulations on the Supervision and Administration of Children's Cosmetics", children's cosmetics should be marked with the children's cosmetics logo stipulated by the State Drug Administration, that is, "little golden shield" on the display surface of the sales packaging.


According to Article 13 of the "Regulations on the Supervision and Administration of Children's Cosmetics", the labels of children's cosmetics shall not be marked with words such as "food grade", "edible" or food-related patterns.


Question 5: With the "Little Golden Shield", does it mean that this children's cosmetics has been approved and certified by the state?


A: No. "Little Golden Shield" is a distinguishing mark that distinguishes children's cosmetics from other confusing products such as adult cosmetics, disinfection products, toys, etc. Non-children's cosmetics shall not be marked with this mark. The label "Little Golden Shield" on the cosmetic packaging only indicates that the product is a children's cosmetic, but does not mean that the product has been approved by the regulatory authorities or certified for quality and safety.
