However, there are still many weak links and prominent problems in the governance work, especially with the rapid development of new consumption formats, the phenomenon of excessive packaging of commodities is on the verge of a "comeback". In order to implement the decisions and arrangements of the Party Central Committee and the State Council, and further strengthen the governance of excessive packaging of commodities, with the approval of the State Council, the relevant matters are hereby notified as follows:
1. Attach great importance to the management of excessive packaging of commodities
All regions and departments should follow the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly implement Xi Jinping Thought on Ecological Civilization, base on the new development stage, fully, accurately and comprehensively implement the new development concept, build a new development pattern, and promote high-quality development. Conscientiously implement laws and regulations such as the Law on the Prevention and Control of Environmental Pollution by Solid Waste, the Law on the Protection of Consumer Rights and Interests, the Standardization Law, the Price Law and other relevant national standards, fully understand the importance and urgency of further strengthening the control of excessive packaging of commodities, and ensure that in production, sales and delivery Clear work requirements for each link such as recycling, strengthen supervision and law enforcement, improve the standard system, improve safeguard measures, and resolutely curb the phenomenon of excessive packaging of commodities, so as to provide strong support for promoting the green transformation of production and lifestyle, and strengthening the construction of ecological civilization. By 2025, a full-chain governance system for over-packaging of commodities will be basically formed, relevant laws and regulations will be more complete, the standard system will be more complete, the level of industry management will be significantly improved, the online and offline integrated law enforcement and supervision mechanism will be effectively operated, and the governance capacity of over-packaging of commodities will be significantly enhanced. 2. Strengthen the whole-chain governance of excessive packaging of commodities
(1) Strengthen technological innovation in the field of packaging. Encourage packaging enterprises to provide overall packaging solutions with reasonable design, material saving, convenient recycling, and economical application, independently develop low-gram weight, high-strength, functional packaging materials and their production equipment, and innovate and develop integrated packaging products for commodities and express delivery. Give full play to the role of packaging enterprises as a bridge in promoting simple packaging and advocating rational consumption, and promote the implementation of the concept of simplicity and moderation in all upstream and downstream links such as packaging design and commodity production. (2) Prevent excessive packaging in the production process of commodities. Supervise and guide commodity producers to produce commodities in strict accordance with the mandatory standards for restricting excessive packaging of commodities, refine the management requirements for restricting excessive packaging of commodities, establish complete commodity packaging information files, and record information such as the design, manufacture, and use of commodity packaging. Guide commodity producers to use simple packaging, optimize commodity packaging design, reduce commodity packaging layers, materials, and costs, reduce packaging volume and weight, reduce ink printing, and use a single material or materials that are easy to separate. Guide the delivery companies to formulate and revise the packaging operation specifications, refine and limit the excessive packaging requirements of express delivery, and reduce excessive packaging in the front-end receiving and delivery links through standardized operations. Sending companies are encouraged to use low-weight, high-strength cartons and glue-free cartons, and reduce the amount of fillers by optimizing the packaging structure. (5) Strengthen the recycling and disposal of packaging waste. Further improve the recycling system of renewable resources, encourage all regions to introduce professional recycling enterprises through market-oriented investment promotion and other methods, and improve the recycling level of packaging waste. Encourage commodity sellers and suppliers to agree on the recycling of commodity packaging waste when entering into supply and sales contracts. 3. Strengthen supervision and law enforcement
(6) Strengthen industry management. Further refinement of commodity production, sales, delivery and other links to restrict excessive packaging supporting policies. Strengthen the supervision and management of e-commerce, express delivery, takeaway and other industries, urge and guide relevant industries to give priority to reusable and easy-to-recycle packaging, optimize the packaging of items, and reduce the use of packaging. Supervise and urge producers and operators to implement the national legal standards on restricting excessive packaging, incorporate this task into the annual work plan and relevant deployments, keep abreast of the excessive packaging in the industry, and establish administrative guidance mechanisms such as reminders, warnings, and interviews. (7) Strengthen law enforcement supervision. For important festivals, key industries and important production and operation enterprises, focus on key commodities such as moon cakes, rice dumplings, tea, health food, cosmetics, etc., and strictly investigate and deal with illegal acts of producing and selling excessively packaged commodities in accordance with the law, especially chain and concealed cases. Excessive packaging behaviors in hotels and restaurants that provide high-end customized gifts, as well as excessive packaging behaviors in the name of cultural and creative products, will be strictly investigated and dealt with in accordance with the law. Consolidate the main responsibility of e-commerce platform enterprises, urge them to strengthen the review of the main body qualifications and commodity information of operators on the platform, and actively cooperate with supervision and law enforcement. Adhere to the integrated supervision of online and offline, establish and improve a normalized supervision and law enforcement mechanism for the sale of over-packaged goods through e-commerce channels, and investigate and deal with illegal acts of online sales of over-packaged goods in accordance with the law. Unblock the channels for consumer complaints, and seriously investigate and deal with the outstanding problems that are strongly reflected to consumers in accordance with the law. Strengthen the law enforcement inspection of enterprises' disclosure of their implementation of packaging-related standards. Expose negative cases to the society in a timely manner. (11) Strengthen industry self-discipline. Supervise and guide major industry associations in the field of food and cosmetics production to regularly release reports to the society to eliminate excessive packaging of commodities, announce the industry's compliance with relevant laws, regulations and standards, and promote simple packaging. 5. Strengthen the organization and implementation

Through newspapers, radio and television, new media and other channels, vigorously publicize the standards and policies restricting excessive packaging of commodities, strengthen positive publicity, actively report typical practices, advanced units and individuals, and create a good social atmosphere. Give play to the role of media supervision and strengthen the exposure of violations of laws and regulations. Encourage consumers to consume green and buy simple packaged goods. Administrative organs, social organizations, public institutions, and state-owned enterprises at all levels must take the lead in consciously resisting over-packaged commodities.
