Definition of Cosmetics in Indonesia

According to BPOM Regulation No. 21 of 2022, "Procedural Guidelines for Submitting Cosmetic Notifications," cosmetics are defined as products intended to come into contact with external parts of the human body—such as the skin, hair, nails, lips, external genital organs, teeth, or oral mucosa. These substances or preparations are used primarily to clean, perfume, enhance appearance, control body odor, protect, or maintain the body in good condition.


Regulatory Background

Cosmetics are classified as specially controlled goods in Indonesia and are regulated by the National Agency of Drug and Food Control (Badan Pengawas Obat dan Makanan, or BPOM). Indonesia aligns with the ASEAN Cosmetic Directive while also enforcing its own national laws and regulations.

To keep pace with industry developments, BPOM issued Regulation No. 21 in 2022 ("Procedural Guidelines for Submitting Cosmetic Notifications") and Regulation No. 17 in 2023 ("Guidelines on Cosmetic Product Information Files (PIF/DIP)"). All cosmetics sold in Indonesia must undergo product notification (Notifikasi) and receive BPOM approval before entering the market.

Additionally, within 6 to 12 months after obtaining the BPOM notification number, manufacturers must prepare a Product Information Document (Dokumen Informasi Produk, DIP) for BPOM review. This post-market audit ensures ongoing compliance and product safety during circulation.

Information Required for Registration

1. Business Entity Account Registration

  • Business Registration Certificate

  • Recommendation letter from the local UPT BPOM

  • Copy of the Letter of Authorization (LoA) – notarization by the embassy is not required

  • Copy of the cooperation agreement between the notifier and the overseas cosmetics company (if applicable)

  • Copy of the Certificate of Free Sale (CFS) – notarized by the embassy

  • Cosmetics manufacturing license (if applicable)

  • Copy of the GMP certificate – notarized by the embassy

2. Product Notification

  • Notification form

  • Product formula

  • Labeling and packaging images (primary and secondary)

  • Certificate of Analysis (COA) of the finished product

  • Stability assessment

  • Other relevant information


Registration Timeline

  • Account registration: approximately 1 month

  • Product notification: approximately 1–2 months

  • Notification validity: 3 years (renewable)

  • Products must be manufactured or imported within 6 months after registration


Product Information Document (DIP)

The DIP consists of four main sections:

  1. Administrative documents

  2. Quality and safety data of cosmetic ingredients

  3. Product quality and safety information

  4. Safety and efficacy data (e.g., assessment reports, test results, efficacy proof)

  5. Other supporting documents (as needed)
