According to the Regulations on the Supervision and Administration of Cosmetics, toothpaste is not included in the definition of cosmetics, and toothpaste is managed by referring to ordinary cosmetics. Specific reference methods are determined by the "Toothpaste Supervision and Administration Measures" subsequently promulgated. At present, the State Administration for Market Regulation is examining and approving the "toothpaste supervision and management measures", which is expected to be promulgated and implemented as soon as possible. Children's toothpaste shall refer to the Regulations on supervision and Administration of Children's Cosmetics and the specific details of the management shall be specified in the "Measures for Supervision and Administration of Toothpaste" and its supporting laws and regulations, and the supervision shall be implemented in accordance with the "Measures for Supervision and Administration of Toothpaste" and the supporting laws and regulations issued thereafter.

Before the issuance of relevant laws and regulations, children's toothpaste shall be regulated according to the current regulations on toothpaste and can continue to be sold normally.
