In order to implement the Announcement of National Medical Products Administration on The Implementation of <The Provisions on the Administration of Registration and Filing Materials of Cosmetics> (No. 35 of 2021, hereinafter referred to as The Announcement No. 35), the Announcement of National Medical Products Administration on <the Issuance and Implementation of the Measures on the Administration of Cosmetics Labels> (No. 77 of 2021, hereinafter referred to as the Notice No. 77) and the relevant requirements of the National Medical Products Administration to ensure the smooth and stable implementation of the new laws and regulations on registration and filing of cosmetics in Guangdong province, the relevant matters are hereby notified as follows:

1. According to the The Announcement No. 35, before May 1, 2022, the registrant and record holder shall be registered by the new platform, to submit the product standards and product label sample, filling domestic ordinary cosmetics product formula and special cosmetics sales packaging label pictures for the cosmetics that have obtained registration or completed filing on the original registration platform. The production or import of the products for archival filing that have not completed the material replenishment as required before May 1, 2022 shall be suspended, and the production or import of the relevant archival products shall be resumed only after the material replenishment has been completed and approved by the local drug regulatory authority.

2. According to the Notice No. 77, from May 1, 2022, cosmetics applying for registration or filing must meet the provisions and requirements of the Measures for the Administration of Cosmetics Labels (hereinafter referred to as the Measures); If cosmetics that have applied for registration or filed for record fail to be labeled according to the Measures, the cosmetics registrant and the filed person must complete the update of product labels before May 1, 2023, to make them conform to the provisions and requirements of the Measures.

3. Cosmetics record holder persons and domestic responsible persons shall, in accordance with the provisions and requirements of The Announcement No. 35 and The Announcement No. 77, conduct self-examination of registered products under their names as soon as possible, and ensure the completion of the annual archival filing report, the claim of products for historical archival filing, the replenishment of archival materials, the updating of product labels and other related work on schedule. Those who do not continue to produce or import ordinary cosmetics shall apply for cancellation through the new filing platform on their own initiative in a timely manner; Those who fail to obtain the permission of the new registration platform for ordinary cosmetics shall submit written materials in time to apply for cancellation to the local municipal drug regulatory department. The archival products failing to complete the above work will be disposed of in accordance with relevant regulations.
